The Municipal Office in Gliwice undertakes to ensure the availability of its website in accordance with the provisions of the act of 4 April 2019 on the availability of digital websites and mobile apps of public authorities. The declaration pertains to the website Gliwice.eu/en.

Everyone shall be entitled to request the availability of a digital website, a mobile app or any of their elements. You can also request the provision of information through an alternative access method, e.g. through the readout of a digitally unavailable document, description of the contents of a film without audio description, etc. The request shall include data of the requesting person, indication of the website or a mobile app involved, and contact data. If the requesting person requests the provision of information through an alternative access method, they should also specify the preferred manner of presenting the information to them. The public authority shall realise the request immediately, no later than 7 days from the date of the request. If meeting the deadline is not possible, the public authority shall immediately inform the requesting party of the term in which the realisation of the request will be possible, whereas it cannot be longer than 2 months from the date of the request. If ensuring digital availability is not possible, the public authority may suggest an alternative manner of provision of the information. In an event where the public authority refuses to realise the request of ensuring availability or an alternative manner of accessing the information, the requesting party may lodge a complaint against the authority not ensuring the availability of the entirety or an element of a website or a mobile app. Upon performing the right, the party may also submit a request to the Commissioner for Human Rights.

Architectural accessibility

Municipal Office in Gliwice, building at ul. Zwycięstwa 21

  1. Availability of access to the building and passing through control areas. 3 entrances are available for clients:
  • from ul. Zwycięstwa (main entrance) – at ground level, automatic opening doors enabling collision-free entrance to the building; TOTUPOINT marker installed on the facade near the entrance,
  • from ul. Wyszyńskiego – not adapted for people with physical disabilities,
  • from the Doncaster square – the entrance has a ramp for wheelchairs, as well as automatic opening doors, enabling collision-free entry into the building.

The main information (reception desk) is located opposite the entrance from ul. Zwycięstwa (main entrance) and is accessible without architectural barriers. There are no control areas in the building.

  1. Accessibility to corridors, stairs and lifts. All corridors and rooms on each floor are available for wheelchair users. There are three lifts in the building, all of them adapted to the needs of people with disabilities. A toilet for people with disabilities is located on each floor. The elevator next to the entrance from the Doncaster square only reaches the 4th floor level (it is possible to walk or ride on a wheelchair to another elevator and reach the 5th floor without architectural barriers). The beginning and the end of each set of stairs has been properly marked.
  2. Description of adaptations, e.g. ramps, platforms, voice information, induction loops.
  • A ramp for trolleys was used at the entrance from the Doncaster square.
  • Elevators are marked in Braille.
  • Information about the layout of rooms in the building is provided in a visual and vocal manner (information boards, information point located at the main entrance from ul. Zwycięstwa, security personnel available at each entrance to the building).
  • All rooms have convex markings with room number.
  • An induction loop is installed at the main information desk in the Customer Service Office.
  • The building is equipped with evacuation stair-lifts.

    The building has an electronic TOTUPOINT marker.

  1. Information concerning the location and use of parking spaces designated for people with disabilities. In front of the building there are 4 parking spaces for people with disabilities (2 at ul. Wyszyńskiego, 2 at ul. Wybrzeże Wojska Polskiego).
  2. Information concerning access with an assisting dog and possible justified restrictions. People with disabilities can enter the building and all its rooms with an assistance dog and a guide dog.
  3. Information about the use a sign language interpreter on site or online. It is possible to use the services of a Polish sign language interpreter in the building (Irena Kopczyk, tel. 32 239 11 09, e-mail boi@um.gliwice.pl). The service is available in the working hours of the Municipal Office, free of charge.

Municipal Office in Gliwice, building at ul. Jasna 31A

  1. Availability of access to the building and passing through control areas. 2 entrances are available for clients: ul. Jasna and from the parking. The main entrance has a driveway, while the entrance from the car park has a platform for people with disabilities, accessible at ground level – both entrances enable access to people with reduced mobility. The building has warning strips and guidance paths. There are no control areas in the building.
  2. Accessibility to corridors, stairs and lifts. All corridors and rooms on each floor are available for wheelchair users. A toilet for people with disabilities is located on each floor. Convex handrail markings (at the beginning and end of the handrail) indicate the floor number.
  3. Description of adaptations, e.g. ramps, platforms, voice information, induction loops.
  • There is a platform for people with disabilities in the building at the entrance from the parking.
  • There is a ramp for wheelchairs at the main entrance.
  • Information about the layout of rooms in the building is provided in a visual and vocal manner (information boards, registry office located at the main entrance from ul. Jasna, security guard available at the main entrance to the building).
  • All rooms have convex markings with room number.

Municipal Office in Gliwice, Town Hall building on the main square

  1. Availability of access to the building and passing through control areas. There is one entrance to the building, located at ground level. The building has warning strips and guidance paths. There are no control areas in the building.
  2. Accessibility to corridors, stairs and lifts. All corridors and rooms on the ground floor and floors 1 and 2 are available for wheelchair users. The toilet for people with disabilities is located on the ground floor and floors 1 and 2. The building has a platform adapted for people with disabilities (it does not reach the third floor level). Accessibility to the third floor is ensured by the assistance of a security guard on duty in the building. Convex handrail markings (at the beginning and end of the handrail) indicate the floor number.
  3. Description of adaptations, e.g. ramps, platforms, voice information, induction loops.
  • There is a visual information point on the layout of the rooms in the building. No tactile/voice information – available only through the assistance of an Office employee, tel. 32 239 12 52, e-mail or@um.gliwice.pl. Information about the layout of rooms in the building is provided in a visual and vocal manner (information boards, security guard located at the main entrance).
  • There are no devices or other technical means for providing assistance to hearing impaired people in the building. Accessibility is ensured by the assistance of a security guard on duty in the building.
  • The building is equipped with evacuation stair-lifts.
  • The building has an electronic TOTUPOINT marker.
  1. Information concerning the location and use of parking spaces designated for people with disabilities. There are no parking spaces in the proximity of the building. Accessibility is ensured only from the parking spaces available on the streets adjacent to the main square (the nearest 3 spaces for people with disabilities are located at the Inwalidów Wojennych plaza, approx. 150 meters from the Town Hall).
  2. Information concerning access with an assisting dog and possible justified restrictions. People with disabilities can enter the building and all its rooms with an assistance dog and a guide dog.

  1. Availability of access to the building and passing through control areas. There is one entrance to the building with stairs and a wheelchair ramp. There are no control areas in the building.
  2. Accessibility to corridors, stairs and lifts. The corridor and office space are accessible to wheelchair users. The Municipal Office is located only on the ground floor of the building There are no toilets adapted for the needs of disabled persons.

  • There is a ramp for people with disabilities at the entrance.
  • There is a visual information point on the layout of the rooms in the building. Information about the layout of rooms in the building is provided in a visual and vocal manner (information boards, reception located at the main entrance to the building).

  1. Availability of access to the building and passing through control areas. There is one entrance to the building with stairs. The entrance is not suitable for people with physical disabilities. Accessibility is ensured by the assistance of a member of staff of the Municipal Office. The assistance of people with physical disabilities who use wheelchairs is provided by prior appointment with the relevant organisational unit of the Department of Ownership Supervision, tel. 32 270 55 72, email: na@um.gliwice.pl, Department of Internal Audit, tel. 32 233 85 40 e-mail: aud@um.gliwice.pl. There are no control areas in the building.
  2. Accessibility to corridors, stairs and lifts. None of the corridors and rooms on all floors are available for wheelchair users. There are no lifts in the building. Office rooms are located on floors 1 and 2. There are no toilets adapted for the needs of disabled persons.
